Sadly Congress did not agree with him and the effort failed.
Showing that even back in 1809, Congress was filled with doting old fools, who wouldn’t know a great idea if it crawled up their rectum, worked it’s way up to their mouths, and shot out like a Roman Candle that exploded into the words “Great Idea” in multiple colors.
Congress sucks.
